The organisation, management and operation of the library are carried out by Institute researches, with assistance from the Secretariat. Library activity is also supported by groups of volunteer students, whenever circumstances so permit.  

The library has a consultative character and its functions are directly linked to the duties of staff researchers. Thus, books are never loaned. 

Due to the absence of trained personnel and the lack of necessary infrastructure, the library is not open to the public. However, by way of exception, limited access thereto may be granted to certain professionals (i.e. justices, or lawyers), subject to prior scheduling of an appointment. Those interested should contact the Institute in advance.
